Stills Letterbox and Motion

shot some footage letterbox (DVX,FCP 5.1.4), trying to figure out how to zoom into still photo while maintaining letterboxing (image ends up at 4:3) tried widescreen effect, but the still just gets too small. Any help appreciated.

You are trying to zoom into a still image that you brought into the project? Or a freeze frame from your video?

When you said you tried the widescreen effect, you mean that you applied the widescreen matte, right? Not sure I understand what you mean when you say that the image gets too small... the image size shouldn't be affected by the application of a matte, but you will see less of it...
 
put a slug on the top layer. Add mask shape filter (horizontal 100, Vertical around 75), click invert. Whatever you put underneath will stay letterboxed.
