I don't want this to sound antagonistic and I mean this only with the utmost of respect but you won't find too many people using the 3030 head. It's no a fluid head and the situation you're experiencing is common place for that type of head. At a minimum, try using a 501 head which approaches the feel of a fluid head but still really isn't. For video, you want as smooth a feel and start/stop as possible and the unit you're talking about just doesn't perform to these specs. I know because I used one for a long time unable to afford the big step to a Miller or something like that. So, instead of making the big step, I made a couple of smaller ones instead starting with a 510 and going to a 503 and finally a 516 and Miller. Try http://www.pricegrabber.com for a 501 at about $130.00 (http://www.pricegrabber.com/search.php?form_keyword=bogen 501&mode=g_us_e_s&skd=1) You'll be amazed at the change you'll see in your final product.
like jlames says, the 3030 tripod head is actually a photo head, not meant for smooth panning, I don't think it even has a large handle that could be used with a video camera. Definatly look for something else to use with your camera.
