speed effect/ variable speed? how is it done!?

Is there an easier way to do variable speed directly on the timeline with out the key framing... my friend said there was something to do with little gray blocks on the clips while in the timeline... if any one knows hat im talking about, or knows a good online tutorial for something like that, leave a post
