soundtracking program with video capabilities?

a very important aspect of a soundtracking program is its ability to play video. otherwise it would be very difficult to sync up music and audio. is there such a program that allows you to play video and compose audio and video besides soundtrack pro? i'm looking for a pc based program. i remember while back a composer for one of the sci-fis posted a picture of a print screen of a program with video playing abilites? anybody remember which program it was? i can't seem to find that thread

Yep, Acid works beautifully. I've used it on multiple films with great results. You can get MORE than single frame accuracy!

I generally go scene by scene, so I'll do a low-res QT export of each 2-3 minute scene and then score that chunk. Keeps things a bit more manageable.

Yes. I've used a number of VST softsynths in the later versions of ACID Pro. I haven't used Garritan, but I've never had problems getting a VST synth to work in the latest version of ACID.
 
ACID 5 or 6 or even Sound Forge 8 by Sony are great.

THE industry standard is STEINBERG's NUENDO though. Cakewalk SONAR 5 is a great alternative.

Soundtrack pro is nice.

If you're on a mac, you might want to check out LOGIC.

And yes, all of the above (except Soundtrack pro) can be used with VSTI synths, instruments, and plug-ins, natively or via Rewire function.
