Sound Sync issues while converting video fps

I added more than 1 hr of footage shot in 29.976 to a 23.976 Premiere project. I added layers of sound. When I exported in 23.976 the sound is in sync but the video is very choppy. Then I exported in 29.976 and the the sound is totally out of synch. What is the best way to approach this? Do a .wav time convertion in Audition or Sound Forge from 23.976 to 29.976 fps? (if so, how?).

Sorry if this post is in the wrong section. Pls guide me to the correct one if that's the case.

29.9 and 23.9 are the same speed.
What sample rate are you at?
What is the sample rate of the audio brought into your project?
