Well probably the largest collection of commercial stuff is at SoundDogs.com
Freesound.org is very hit and miss but it's free.
In between would be a place like Sonniss.com which has libraries that are generally cheaper than the big commercial libraries but mostly in the same or better quality range.
They also do sales periodically. I have a few libraries on Sonniss but none on the other two. The other difference is that the first two tend to come as individual sounds where sonniss sells libraries only, no individual sounds.
The best for the money commercial library is probably the BBC sound library - if you can find it. In sets the BBC one runs about $10 a CD, most commercial libraries run about $100 a CD.

There is a very long thread on gearslutz in the post production section of folks offering sound libraries, often specials around holidays etc. Lots of variety. Well worth a read.
