BTW, are there even available f1.4 lenses that are as wide as 28mm (or even f1.4 tele lenses)? Wide lenses seem to be f2.0 and up, most people using f2.8 for their wides.
No, for lenses at ends of the SLR prime spectrum (28mm and lower / 105mm and over), one will not find lenses below f/2. SLR lenses are not made that fast with those specialized focal lengths.
But then again there are rare lenses which exceed their fellow focal length brothers. I have seen a nikon 28mm f/1.4 somewhere and a 135mm f/2.0.
Fast modern cinema lenses tend to be T stop of 1.7 - 2.0 (normal focal length lenses). But then again many feature films have lenses which are special made. I am sure you can somewhere find an absurdly low custom specialized lens that dips down below 2.0 for very wide or telephoto focal lengths, but I have a feeling you are now trading fstops for quality.
Here is a site with ultra fast rare lenses: remember the dof will be incredible shallow

To be honest most fast lenses wide open suffer from image quality loss. Those extreme F/0.75 lenses are not sharp compared to higher fstop lenses. Always light your film and always stop down a little for maximum clarity... unless you want that 2 inch dof.
If you do want those super fast rare lenses have fun breaking the bank to get them
