Software, video sharing, and ftp advice needed

Unsure as to which sub forum this applies to but...
I've recently started an internship with a local Public Media Institution and we're running into a few software/uploading questions which I hoped someone here could point us in the right direction.

In short we're hoping to encourage Saint Louisans to shoot and upload 1-3 minute videos about local issues and share ways to improve our city. We'll have Flip cameras and an editing station available to encourage participation.

Where we're running into/foreseeing issues is in transferring files. As we're dealing with residents who may not have access to/be comfortable with encoding software. So I'm tasked with looking into something that is:

i. Web based - We would like to be able to send an upload link, and feel that a download reliant solution would limit participation.

ii. Has a large file capacity - whatever program/solution we adopt should ideally be able to handle up the 1gb capacity of our Flip Mino cameras.

iii. Low cost - We don't have access to much of / if any budget at the moment. We have a server, web host, and the equipment sorted but do not have much latitude in adopting studio priced options.

We would also need the capability to transfer files back to others, in case they don't finish editing and want to work at home.

A bit of a tall order but I hope doable.

So far I've been able to map out a few possible ways but I'm unsure as to what might be the best route.

1. Create a read only/protected folder on our server. Using their login and password information allow users to upload to that intermediate folder then use a batch program or process to scan/transfer to one our folders for importing. Some recommendations for a user friendly ftp client where we can link to an upload dialogue once things are set up on our end would be much appreciated.
or

2. Use a site along the lines of rapidshare - albeit one a bit more safe for work environments. We could buy a premium membership but would like it if our users didn't have to in order to download their files back from us/have to wait more than a few minutes to be allowed to do so.
or

3. Use a service like encoding.com or zencoder.com - I'm unsure how easily these would integrate into the front end of a php driven site. If anyone's used any of these types of services I would like to hear a bit about that.

If it weren't for the need to transfer unedited/larger files then an embed of something along the lines of youtube or Vimeo would be a more viable option.

Thanks in advance for reading all the way through, never mind any advice!

I've looked (briefly) into Vimeo.
I love their encoding and wide range of accepted formats.

Where I think we would run into problems with requiring people to have their own Vimeo Plus account to transfer their large files. If we could create a second Plus account within our group or channel and then have it as a moderator that would be great for upload purposes but we would still have the possibility that someone could change the password on that account or delete videos.

think we have it sorted,
We're going to employ a modified version of the 1st method.
It should do the trick, but will let you know.
