I'm trying to achieve an effect on Vegas where the center of the shot is in focus, but the sides gradually turn to soft focus. I've been through the glow and blur effects without getting the look I'm trying to get. Am I missing something obvious or do I need to get a plug-in to get that look?

No, use a cookie cutter. Duplicate the track; on the upper track, use a cookie cutter to cut out the "clear" part and adjust it to the desired area, including the "fade" around it.
Then, on the lower track, put your blur on the clip.
Then, on the lower track, put your blur on the clip.

You can try using two tracks of your clip and applying both a Cookie Cutter and Gaussian Blur effect to the top track. Tweak until you get something you like.
