Snow Effect in Vegas 9.0?

What kind of snow? Weather snow? Or static?

If static, sure, there are lots of possibilities under Add Noise or TV simulator or a few others.

If actual weather, I don't think any NLE has one built in. But you'd probably be better-served just going out and shooting some snow.
 
Generated Media and the Noise Effect, then animating it over time, can give a reasonably realistic rain effect - possibly that could be manipulated to give a snow effect instead - but only suitable for a 'caught in a snowstorm' look. If on the other hand you want gentle snowflakes drifting down the screen, each following a slightly different path, you'll need a 3rd party tool - I'd recommend Particle Illusion, which has a FREE demo version limited only by time.
