You shoudl be able to set keyframes with different speeds.

You can use your blade to cut the parts you want slow, then strech that seq. to slow it down.....use your blade again to cut the seq. you want fast, then shorten the seq. to make it fast

That doesnt work. I'll use the split tool to cut it into three different sections, with the intention of speeding the beggining and end clip up. But it makes each seperate clip into a seperate scroll, it wont just leave it, it'll make me re-render each one so that I have three seperate title crawl, with fast ones in the front and back, if that makes any sense.

You'll need to nest the sequence first. Then chop.
