How do I create a slow motion effect on my video?

Several ways. (Also, type "slow motion" into the Help search -- F1.)
You can use a velocity envelope. You can right-click on the clip and select the playback rate. You can cntrl-drag the edge of the clip.
Really, this is in the manual and Help. Take a look. They're both fabulous.
