Seem to notice this whenever we slow down a shot, even if by just a tiny bit. The picture goes soft almost blurry. Return the shot to its original speed and no troubles. Its only evident on play out to a full size (25" or larger) NTSC monitor. Its almost impossible to notice when viewing within FCP on a 17 computer screen.

G5 2 Ghz w/ 3 Gigs of RAM, OS X.3.9 and Academic FC 5.0.2
 
It's probably because of frame-blending, and has nothing to do with your computer. When you slow down a clip you are stretching out the time it takes to play out a certain number of frames, to avoid jolty footage FCP will blend frames, unless you tell it not to. Depending on the amount you slow it down the effect will change (I have had footage slowed down at 50-60% look better than at 80%)

If you want to fix the problem the best way would be to buy an HVX-200 or VariCam and start using variable frame rates :-)
