slow mo in 24p sequence

Whenever i slow down a 60i video clip on a 24p sequence.. the rendered video comes out choppy(strobing/skipping). I tried 50% and 40%, i checked and unchecked the motion/frame blending on the speed panel, but still the same thing. What am i doing wrong?
 
Do a search. FCP auto-adjusts the 60i so it takes the original time for the action so you have to work aroudn the auto-speed ajust process.
