slow/fast motion problems

I had a problem when using V 3.0 were I was tring to use a velocity envelope to speed up a clip of some go-carts. The clip would play back very jumpy. For a few seconds it would be smooth than jumpy than smooth again. Even when I rendered it, it did the same thing.(looked horrible).

Now I'm using V5.0a and I'm tring to slow down a clip so I create a Velocity envelope, put in some nodes, and pull the line down .
Nothing seems to be slowing down.??
Then I speed it up just to make sure it's working and it is, but it's jumpy again just like before.

Are there any settings I could check to make this work properly?
I'm using windows XP professional on a 1.5 gig P4 machine.
My pre-render folder is to a seperate 7200 RPM hard drive.
512mb of RAMBUS memory.
My only draw back right now is the video card. just a cheep card that I have had no problems with when I'm using my system with my audio studio.

I have been looking at video cards but I'm not sure what to get.I want something that will play nice with my audio apps and videowith dual monitor capabilities.

Any ideas?
Thanks once again.

Re: slow/fast motion problems

The video card won't make a difference.

What kind of footage is it? 24p? 60i?

Re: slow/fast motion problems

The footage is 60I and nothing else is going on as far as FX. Very straight forward stuff.

Re: slow/fast motion problems

I tried slowing it down a little, than alot and everywhere in between. It may have been slowing down but it's hard to tell because the shot from the camera was zooming in slowly on a piece of paper.

How about the jumpy play back when I speed up a clip?
I have some of the Microsoft services turned off to streamline the system for audio and have never run into any problems.
Are there any I need for video applications?
Most of the stuff was screen fades between windows, just the junk they put in for the woow factor.
