Slo-Mo & Frame-by-Frame Click-Through

Does anyone know how to create a short slow-motion video clip that can be clicked through frame-by-frame in a browser, like on THIS SITE?

From what I understand, they shoot at 30i, de-interlace, and then create a looped flash clip that can be clicked through (<< or >>) with either the arrows on the keyboard or those at the bottom of the clip window.

Anyone know what the exact process might be?

Considering that there is no motion blur, I would say that those videos were shot with a very high shutter speed. The slow motion can be achieved in Vegas with a velocity envelope, or stretching the clip, or both. Then just render progressive (deinterlaced) to Flash and the Flash player itself has the ability to step a frame at a time (like most media players do)

I do know they shoot with a 1/2000 shutter speed, but their site is the only place I’ve seen frame-by-frame click-through clips. Is it a special script for the flash player?

Also, since Vegas doesn’t render to flash (flv), what would be a good inexpensive flash encoder to get? I’m looking at two: On2 Flix Standard ($39) and Flash Video MX ($49).
