Sin City look...

Does anybody know if its possible to achieve the Sin City look if editing in Vegas? I know a lot of the look comes from the lighting and the rotoscoping, but how about the black and white with the green screen. Whenever I try it the green screen turns black and rendering it useless...

Also how would I do stuff like the rain?

Sorry if this is a noob question, but any help is appreciated!!!
 
To make the green screen disappear, you need to use the Chroma Key effect. For the rain to look realistic, it'll have to be above AND below your track (behind your track to show through the chroma key effected clip, then perhaps another green/blue screen track above with rain ... chroma key that one, and you'll have your subject look like they're surrounded by the rain.
 
Oh, and as far as the black & white effecting your green screen. I think this'll be a TEDIOUS rotoscoping issue. Two tracks. The track on the bottom is your chroma key effected track, the track on the top you'll go into pan/zoom and use the bezier mask. From there, you'll have to key frame your way through the clip, possibly using a SLIGHT feather to blend & give you a little forgiveness.
 
I know I have to use the chroma key effect, but when I try to make whoever is in front of the green screen black and white it makes the green screen black and white which makes the color unrecognizable by the chroma key effect. Also for the rain should I just spray a hose in front of the green screen?
