Side bars using ana lens

I have my parameters set as 720 x 480 (1.2) and my output to DVD comes out with bars on both sides of the video. I don't mind the bars on the top and bottom as any other widescreen footage, but the side bars are the problem. Any suggestions??

Assuming that you are using Premiere Pro:
If you click once on the clip in the Project Window, does it "say" Movie, 720x480 (1.2) to the right of the thumbnail?

And if you go to Project > Project Settings > General can you see the same info under Video, i.e 720x480 with a PAR of 1.2?
