shooting on the roof

I am working on a shoot where a child actor is on the roof of a 2 story house. All the shots are planned to o t show to much of the surroundings. I was wondering about safety for the shoot. I am assuming that scaffolding a fake roof just off the real roof is the best way to do this. I was thinking about a manlift but I think it would shake to much. So how do we get the kid and gear and such up there? Just harness them up and let him climb? Not sure If anyone has any input here but any would be great.

unless you were planning on building an enormous safety fence around the roof of the house so that the child CANNOT fall off, the police and the kid's parents are likely to be just a bit upset with you.

Fake the whole thing - establishing shot of real roof and surroundings, cut to child climbing fake replica roof which is actually 2 feet off the ground, maybe greenscreen in some actual views from the real roof if necessary.

clang is exactly right.
"Poor Man's process". Establishing shot(s) and then do everything from a parallel (scaffolding) or a flat roof.
