David, the 1st clip is just a video sample rendered to .mpg-1 /Pal VCD/, and the 2nd clip is absolutely the same rendered to
.wmv
You can see that every moment when the camera moves arround, /i.e. it is not at static position/, the vision is too much "shattered" and misty somehow, no matter of my non-professional shooting especialy in this case. Of course even in Hollywood productions this happeds when the camera is moving so fast. But in my video sample you can see that the movement is not so fast, just a normal movement speed. But the artifact is more than obvious and "nervous" for the eyes.

David, follow the instructions:
Just click on the links normaly /LEFT click of the mouse,NOT right!!!/, then you will see a tabular form in the lower half of the loaded webpage. In the bottom of tabular form you will see SELECT YOUR DOWNLOAD. Click on FREE /not on the PREMIUM/!!! Then in newly loaded page go to the very bottom of it, and you will see "Download-Ticket reserved. Please wait xx seconds". Wait until the countdown reaches "0" /zero/, and then the direct link to my video file will appear automaticaly.
That's all. This procedure is the same with my both clips.
Please, take a look at the clips and share your suggestions.

Was this 25p?

You will get that kind of distortion when you whip the camera around that much.

Are you saying that you don't see this distortion on the original tape?

Of course, there is not any distortion on the original tape! There are some very fast motions /whips as you said/, but the distortion is visible so so so softly!
Yes,this is 25p.
Do you think that the problem can be in FILE > PROPERTIES in Vegas?

Re: Shattered-like results /to David!!!/

I think it’s a matter of compression. Like I said, MPEG-1 is very compressed, and the WMV file is only about 1MB, so it’s very compressed, too. When it’s that compressed, the number of keyframes is low, so fast motion will get distorted.

Try rendering out at the default template for PAL DV – full size, full quality. Is it still distorted?

The clips I converted for you are very compressed, especially WMV file, but don't pay atention to quality but to distorted vision only, that was the purpose, and that's why I used big compression because of fast uploading to the web link I gave you in the previous posts here...
Ok, David, I rendered out at PAL DV as you said. The same result!!!
I don't know is it a matter of compression or not, but I think that the problem can be in the CAPTURE options. Do you think the same? I use PAL 25 fps for capture, because the DV cam is PAL. Any suggestions???

Re: Shattered-like results /to David!!!/

What about your source files? Watch them in Media Player. Are they distorted? I mean the raw .AVI files, before you put them in the timeline. If they're not distorted, then there's no problem with the capture.

The compression WILL be an issue. If you don't have enough keyframes, motion -- especially fast motion -- WILL be distorted.

A keyframe is used so not every frame's full information has to be kept. All it does is keep what's different between the frame and the keyframe. If you don't have enough keyframes, there won't be enough information for the motion to be smooth.
