I've tried diffrent setting avi mpeg2 max quality etc but still don't seem to get a really sharp render is this a ppro issue. Card is an nvida 9500 gt I have had excellent render in vegas with this card
 
Getting a sharp output relies on the scaling method you use when changing the frame size. I'm assuming you're going from an HD source to SD. Try contacting an encoding professional to see if they can help you. Otherwise there is no real good way to use a sharpening scaling that's built into Premiere Pro.

Premiere Pro's scalers aren't the greatest. If you aren't resizing the footage it looks fine with their mainconcept encoder.

Before CS5, I would have agreed with you. One of the major features in Premiere Pro CS5 is a set of much higher quality scaling algorithms---better even than the scaling provided by Photoshop. If you can show me better scaling done by desktop software, I'd like to see it.
