SFX Help - Black and White world with object in Colour

Hey everybody I've got a question that is special effects related.

Does anybody know ways to take a shot of a man walking down a street that is black and white, yet the man is in colour?

Similar to bank commercials I've seen.

I think its called "Selective Colouring" or something along those lines. Is there a simple way to do this other than frame by frame editing?

Yes there is an effect in premiere pro that will do this its called color pass I believe. The only thing you have to worry about is it is about as effect as chroma or any keying for that matter with DV. So it may take some key frame adjustments or garbage mattes to get the effect you want.
