Set decorator or Art Director?

I'm just wondering which one should I add to my production? Basically I have a make-up artists and costume designer, but due to my already fairly big 12 man team (short film) I don't think I can afford both.

I had a PD that did absolutely everything on my 50K short. Fortunately the main shooting location was fairly well pre-dressed, but someone who knows what their doing can work miracles.
