Serious problem with my dvd output ( help!)

I've done several weddings and shorts that and burned numerous discs and this is the first time i"ve had any problems like this. I've tried outputing a couple settings (Main concepts Mpeg- DVDNtsc), Lowered my bitrate, I've used these settings before without problem. when I output my mpegs this time though I'm getting an interlacing effect?
with flashes from peoples camera's and distortion from some movement here are the examples 1-3 are of flashes from peoples cameras' #4 is from motion, ? when viewing the original in vegas in draft these are noticable but in Best(full) the flashes are complete and the movement is fluid?

These are noticable before and after dvd burn

You said when veiwing in draft mode they are noticable and in full they aren't? Maybe you acidently renderd it in draft mode? I don't know..

I checked that, Best quality is selected, there is some noise but when I watch the original AVI, in WINDVD the effects aren't there, but when I watch the Mpeg file they are.?

You said Vegas, so I'll ask DVDA 1 or 2? or something eles?
