Serious frame rate problem!

I captured my footage at 24fps (23.###) and some of it looks fluid while some of it looks like it was captured in 30fps, but shot in 24fps. Anyone know why this is happening and/or how to fix the problem? THX!

BTW..
The project is set for 24p (fps)
The dvx100a was set to scene file 6 (24p)
The capture process was at 24fps

Which version of Premiere or Pro did you use?

PP2.0
This is strange b/c I have never had this problem before with PP.
It wouldn't batch capture properly, so I used scene detection. When I say it wouldn't batch capture properly.... it kept capturing in 29.### fps instead of 23.###, althought it was set for 24P (24fps).

This likely means that pull down was detected properly. This can be caused by timecode breaks.

You might want to try advancing to a different part of the tape and start a capture again (with scene detect enabled). Capture a scene or two and check to see if the pull down was detected properly. If you do this scene by scene you should be able to capture all the footage but you might end up with a few scenes duplicated.

Despite what many claim, this can be avoided by prestriping your tape and make certain that the camera is set to regenerate the timecode.
