Sequence Settings

To give you the context, I'm recording several events, capturing the footage, and placing each event on its own timeline. Everything was recorded in 24PA, yet up until the footage from two weeks ago, the fps was interpreted at 30fps.

I was under the impression that if I modified the sequence settings, the footage would be reinterpreted.

When I go to Sequence Settings Menu, click on the advanced button, specify 24fps, and hit OK, an error message pops up saying, "Frame Rate change ignored. Use the Editing Timebase to specify the frame rate preset."

I'm assuming this refers to box in the Sequence Settings window, yet this field is not editable, nor do I recall it ever being editable.

Is there a way to conform the footage and sequence to 24fps without losing the rough cut?

You can't change the editing time base if there is footage in the timeline. You can either create a new timeline and copy/paste your edit into the new timeline or you can select everything in your timeline, hit command+X (to "cut" it), change settings of your current timeline, then hit command+v to paste your edit back into the timeline.

I tried both methods, and while the sequence settings have changed to 24fps, the footage has not. Is this okay? Or should this be a concern?

Sequence settings will not alter the actual clips. If you clips still have their pulldown it will not go away. Take a look at the forum FAQs, also my DVX DVD goes over all of this stuff and more.
