Separating subjects from backgrounds

I have seen this effect a few times in video where the subject (i.e. a person) is 'removed' from the background of a still picture. The person seems to 'float' over top of the background and the subject moves independent of the background.

I cannot, for the life of me, find the example. The closest I can think of is the technique used in the movie The Kid Stays in the Picture.

Is there anyone who knows what I am talking about and can point me to a tutorial? I would think it's a combination of Photoshop and a program like Motion.

That might be the coolest tutorial I have ever seen :-O I wish he used the Final Cut Suite instead though :'(
