"SAW" effect

In the movie SAW, quite a few victims are thrashing their heads or bodies from side to side. They seem to be going in 'fast motion', but the look has something else to it that I can't figure out. It is creepy looking and would like to experiment with it. Do they drop frames etc...?

I haven't 'seen' "Saw", but it sounds like you might be describing a fast shutter speed (?).

Sounds like a lower frame rate and higher shutter speed.

I thought about this:

Speeding up the clip
Applying a motion blur

Going to experiment with that...
