Sag gr1 exceptions

Just curious how the waivers/ exceptions work for foreign production companies shooting out of the u.s. When global rule 1 went into effect in 2002 there was much pushback from foreign producers. Sag thru statements made it clear foreign based sag actors in their countries and thru local unions would not be subject to that rule. I've read that in 2014 Australian producers were in negotiations with sag to waive that rule for Australian productions under 22 mil (assuming oz dollars). Could not find if they were successfull or not. Some craft unions in the u.s. I've heard will let members work nonunion gigs if they call it to their union and get a waiver. Just curious how often this is happening. Side note: sag did from my understanding loosen restrictions on flight accommodations. First to business and economy on shorter flights. Probably a sign of changing makeup of airline seats as first class and business has become in many cases very similar and many airlines doing away with first class all together.
