Safe Title/Action Area in Photoshop CS2

OK, this is probably the dumbest question ever...

I'm using PS CS2 to create titles for NTSC video. Isn't there guides or an overlay or something in PS CS2 that shows the safe title and safe action areas?!? I can't seem to figure this out on my own. Just an idiot I guess.

File > New.
pull down the custom presets and pick the one you want.
example: 720 x 540 with guides
