I have an older version of Rx so I haven't tried this particular tool, but in general Rx can do some amazing things. I is probably effective on some russells and less so on others. My experience with Rx is pretty consistent in that some things are just miracles (when they work well) but not all sounds are "fixable" to the same extent.
The only tools that I know of that are comparable are the Xnoise from WAVES, and I have heard really mixed reviews so I tend to think it is not as effective as Rx, and the Cedar plugins. Waves last I looked was about 2X the price and the cheapest Cedar plugins were about 5X the price. Cedar is supposed to be pretty amazing, especially the high end version, but that is like $30K.
There are or were a number of other noise reduction tools around and I have played with a lot of them, Rx is the best value I have come across and the only decent option under a couple of grand.
