twocik is right, getting rid of the rust is easy but stopping it from coming back is the tricky part. Living in the desert will help, but just to be sure and in the general interest of doing things right, I would recommend recoating the tracks.
You don't need to do the entire tracks, but wherever there is rust you want to clean it off, then strip away the paint from the surrounding area and give it a good sanding. Make sure it's good, clean and dry then prime it and repaint the area to match the rest.
