Rock solid flat base head

I need either a flat base head or wedge plate that allows adjustment of pan and tilt for composing the shot and will then be locked off. When locked off, I need it to be rock solid (support 50lbs). Any suggestions would be greatly appreciated. This will be attached to the plate of a rigwheels cloud mount and have a 10lb camera system on it. The whole system is going to be subjected to G loads up to 5G's.

A Mitchell base is probable the most sturdy of the flat base head setups.
