Does anyone know how to go about making one in after effects.

you'll build it in illustrator or photoshop then bring it into AE

You can use a shape layer, too. Create a Circle. Add a dashed line. Delete the Fill and make the stroke thickness HUUUUUUUGE.

easier to create everything in Photoshop and keyframe everything how you want it to move.

I would use a star shape layer in AE. Adjust number of points, scale, inner radius, outer radius to taste. For this specific task, rising sun background, it's much faster to create the background in AE than it would be using PS or Illustrator. my 2

yeah true but most of the time you are creating more than just one graphic layer (way i was thinking). So either way. Cheers and have fun with it.
