Do you mean lens blur? Or diffusion of light? I like Trapcode Shine for light diffusion.

no lens diffusion. just like a filter you would put on a lens.

I have two options for you.

1. MB looks has a lens diffusion effect.

2. If you don't have mbl you could try and adjustment layer on top of your footage apply fast blur and mirror edges set it to around 20. Then set the adjustment layer opacity to around 10-25%. Normal transfer mode should be just fine but you may want to play with the transfer modes.
