Rendering Question (mainly involving bps)

Hi,

I filmed my movie on a DVX100b using 24P. When I render each individual scene on Vegas 6.0, I use 24P with 2-3-3-2 pulldown and then I put each scene on the timeline and render the entire film using MPEG-2 24P NTSC video stream template (I render the audio separately using Dolby Digital AC-3).
I was wondering, what should I set the bps at? I've been told that the maximum shouldn't exceed 8,000,000, so I have it at 8,000,000. What should I set the average and minimum bps be? Space isn't a problem, for I'm using a dual-layer disk. Could I put the average and minimum at 8,000,000, as well? What do you all recommend for the maximum, average, and minimum when space isn't an issue?
Before rendering the entire film in MPEG-2, I also change the video rendering quality to best and click two-pass.
For reference, the film will mainly play on DVD players, but it's showing at a few festivals, as well.
Is there anything else I should be doing (that I'm not) to maximize quality? Am I doing anything wrong? Many, many thanks!

If space is not an issue then just render 8,000,000 CBR (constant bit rate). It will give you perfect results all the time.

Or you can just use the default 24p DVD-A template and not worry about it. I only use VBR (variable bit rate) when I need to fit a lot of footage onto a DVD and space is an issue. Otherwise it is always CBR for me.
