So, working with an NTSC project with a need for a few PAL copies (wedding, Groom's family is Polish) can I just render as PAL and be good to go?

You can.
There was a link to .pdf file from Sony on how to propper convert 24P footage to 25P within Vegas, but I don't see it here anymore.
If I find it I'll post a link.
One thing you have to consider is, you can create PAL DVD, VCD, etc. but you need a PAL Camcorder and VCR if you want to give them VHS or MiniDV as final media.
I also read that it is best to shoot 24Pfps for converting to 25fps PAL because of only 1 frame difference.
