Rendering Issues!!

Hey guys please help me out here...

Keep in mind this is for my entry to TimeFest so the file has to be 50mb or less.

Ok so i recorded in 29.970p instead of 24p (i know im a newb) and when I go to render it says "The selected Codec does not support the current rendering settings." Any tips on what I am doing wrong?

PS This is my first time ever exporting out of Vegas (I know another newb mistake) so what settings do you use to keep it under 50mb?

Also, I have rendered a few that come out fine but they turn out to be extremely huge files... And is there a way where I can convert my 30p footage into 24p??

Any help at all would be greatly appreciated.

Export like this, http://eugenia.gnomefiles.org/2007/11/09/exporting-with-vegas-for-vimeo-hd/ but with the two following changes:
resolution at 640x360
bitrate at 1.5 Mbps and 128 kbps audio.

If it's still over the limit, try 1.2 Mbps for video and 96 kbps for audio.
