Rendering h.264 in AE

When rendering h.264 what profile, level, target bit rate, maximum bitrate should I use?

That depends entirely on what you're using it for.

If you're using it for the web, go onto your favorite h.264 video site, download a quicktime that's h.264 and look at the settings and simply follow what they did.
