Removing dust water spots on lens cover question on vegas editing abilities

have shot ten years of footage, and am now just beginning to edit. transfered hdv tapes to cineform neoscene setting on high. four major editing needed.
1. removal of water spots on footage in the sky...is that possible..(like cloning them out with a still foto inphotoshop?)
2. removing shake from pan shots of sea otters and whale cooperative feeding (taken from a kayak or zodiac). better from virtual dub deshaker?
3. color saturation and darkening video to saturate the scene. many of my videos are overexposed by a stop.

the removal of water and dust spots in certain angles of light from the lens filter cover that is my greatest concern. Moral of the story is to constantly clean, but then when shootng large waves on the coast, spray accumulates with several seconds of shooting. i have vegas 9 now but have not yet used it, since i am ordering a computer to be able to install and edit with it. thanks in advance. bill

1) Not in Vegas (or really any other NLE), but After Effects.

2) There are plugins like Deshaker which can help.

3) Yes, there are number of tools in Vegas for this -- color correction, color curves, levels, etc. -- though nothing will help if you have blown out whites; that detail is lost.

thankyou so far for the responses. the water spots look like transparent circles with sliver of shadow about 10 pixels wide, same witht he dust spots. apparently under certain light angles they show up, other angles they do not. a lot of the footage is remote backcountry in canada or se alaska and very hard to keep a lens clean. thanks...more info? can i do this in photoshop?

can i do this in photoshop?

Yes. There is a script that will allow you to export a selected section of footage into a series of image files (png or jpg I think). You can then touch them up in photoshop, and import them back into Vegas. You'll need to set the default still image length to one frame-- I used to know the number for this, but it's been a while. Do the math and you should be able to figure it out. Render it out and load into your project with the original video.
