This video is worth a watch, this guy is a well respected member of the IAA Irish Aviation Authority, during the interview he hints that the new Irish reg are a broad template for how the rest of Europe will regulate drones and I cant see the US being much different.
Professional licensed flyers are currently catered for, its the great mass of recreational drones that this legislation covers.
