Recording Tracks and Sound Cards

Good morning.
I am new to this idea of recording multi-tracks. Can someone help me to understand a couple things plus, as you educate me, I'll likely have other questions.

First, how do you record audio to a computer and at the same time, listen to previous tracks? Does this involve something called ASIO? (I think those are the right letters)

I was looking for a decent, less than $200 card. Would this be ok and will it let me do the multi-track thing? http://www.audioamigo.com/echo_mia_midi.html

I have Adobe Audition which does multi-track as well as Sound Forge 6.0a which doesn't do multi-track.

I've always strived to make the audio part of my video projects be the absolute best I can do as I believe good audio is at least as important as good video, but I've never done the multi-track thing and want to learn.
