Recompressing in DVDA

I am using vegas 7.0 and DVDA 4.0 and I render my final product as MPEG-2 main concept w/ default template and AC-3 w/ default template and when I prepare the project in DVDA it says that the video and audio are being recompressed. I thought if I used the above settings there wasn't any recompressing?

How long is the video? If it's longer than about 80-90 minutes, the bitrate must be lowered to compensate for the length. So... it may simply be recompressing to make the file small enough to fit on the DVD.
