Realtime and Slowmotion in the same shot. How do you do that technique?

I'm filming a music video some time around late February or early March and I'm thinking about getting some shots where the singer/rapper is saying his lyrics and moving in regular motion while everything else around him is in slow motion. If anyone can help me out and explain how to do the technique, I would greatly appreciate it!

Here's an example of what I'm talking about:
(Effect starts at the 1:10 mark. It's done again at 1:52 and 2:03)

Looks like that was done by filming two different shots (one with the singer and one without the singer) and put together as one.

I edited my post and took that video off since I realized that's not exactly the right example. The video of Mishon is a better example of what I'm trying to do. The music video I'm doing is going to be in a club like setting or a house party. I'm planning on doing a shot where the artist is talking to a girl in the club (it's somewhat of a love song) and they're both moving in regular motion, but the people dancing around them are moving in slow motion.

I heard about a technique that has to do with playing the song twice as fast during filming and have the artist lip sync it, then in post production put the clip in 50% slow motion so that the lip syncing matches the original song while everything else moves in slow motion. Sounds kind of complicated so I wanted to see if someone can elaborate the process for me or show a similar technique.

There have been a couple threads about this lately. It seems like they just hired a bunch of extras that can stand very still during shooting. If you look at the people in the far right around 2:06, you can see them slightly moving.
