rate for advertisers

Ask the station you plan on airing the show on, what they normally charge advertisers who air at that same time on that same channel...

sounds good wait so is it the tv station that places the ads or is it me who makes the episode and places and gets paid for ads?

If the client is booking directly with the TV station, likely as not the station is shooting the ads for free. Otherwise there's usually an ad agency in the loop. The client deals with them, they deal with the TV station and hire you to shoot. If you're going to deal with the client and the station, you're acting as an agency yourself and you better study up because there's a lot involved with that. You probably won't be able to shoot the spot and then show up at the station with a disk and a cheque in hand and expect them to run it.

I might be over my head on this one but the client who wants the tv show said theyre paying air time on comcast local tv so does anyone know how comcast works there ads. can't I just charge the advertisers for a commercial and time on our air time?

most television stations will schedule their own ads. They're paying for the television show, they get the money back from the advertising spots they sell.
TV has different rules for different times of day for their commercials, and will have a specific outline as to delivery media and minimum quality etc. that they will play for the price you pay to get the ad on air.

So you would be getting paid for making the ad, and then the company pays to get the ad on air.

Generally, as Steve House mentioned, a company would hire an agency who come up with the idea for an ad, then hire you to make it and they then get it to the tv station and on the air.
