Rank amateur, bone-head question

So, ok ... I admit up front to not knowing what I'm doing.... so here goes.
I have a Panasonic AG-DVX100b, just got it and shooting some test stuff... when I import it to my Windows box and play it back bad things happen.
Specifically, all the edges are ziggy-zaggy and it is a tad bit jumpy. I am shooting mostly 24P (scene 5). I am importing using the standard Windows software, my suspected first problem.

My question is what is the best software to use on a Win-tel box for importing and editing with. I'm not shopping yet in the $1000.00+ category, but would love to start filing away some of my work where the MP4 or AVI output files look as clean as they do on the camera's LCD.

My other question is one of education. Could you recommend a site, book or other medium for getting some DV smarts?

I've been lurking on the site here, and realize I am way behind most folks here from a technical perspective, but am eager and able to learn .... Anyone?

What you're seeing is the result of pulldown that haven't been properly removed from the footage. Any professional NLE such as Premiere would be equipped to remove the pulldown frames. Unfortunately there's really no "cheap" editing software that are capable of doing 24p pulldown removal on Windows, that's really a pro feature.

Adobe has CLASSROOM IN A BOOK series that are helpful.

DV Filmmaking For Dummies is a great primer basic book.
