QuickTime to Window Media Player

I have to format a QuickTime File into a Window Media File.
I have been quite successful at it using the WMV-9 component from Popwire.
One problem however is that I do not have enough control as far as setting the compression which according to the client that I have to send it to is 512Kbps.
It always comes out too low or too high even if my setting is at 512Kbps.
Is there any solution to this problem?

I'm tryingto figure out the same thing myself!

The minute I try to do a "custom" setting in WM Encoder - it tells me my source is no good???

If anyone knows of a good FAQ on Windows Media Encoder, step by step on custom compression that would be great!
