Quicktime File Problem

So I thought I'd try my hand at the Slither Trailer Competition, and I downloaded the files. I am using Premiere Pro 1.5. The files are Quicktime and according to Premiere-
The image size is 320 x 240
Pixel Depth is 24
FRAME RATE is 38.40?!?!?!?

So far I have tried starting a project several different ways and have had the most success with a project that is
Frame Rate of 30 FPS
320 x 240
Pixel aspect Ratio of 1.0
Progressive Frames (lower field first makes EXTREMLY blocky)

but this still appears unacceptable. After 3 good progressive frames the next two are interlaced, then three good, two interlaced and so on. It's almost as though some sort of pulldown is wanted, but 24P only seemed to make matters worse.

I opened the files in quicktime also and found that some of the interlacing is still there but also that quicktime calls its frame rate an even 30. So... any ideas... setting suggestions... why quicktime and premiere see the properties different?
