Quick SlowMo/Timeline Question

When I'm editing some 60i footage and slowing it down to 0.600 (%40) and then de-interlacing it to 24p (by way of Interpolate Fields and rendering with a 23.976 framerate), does it matter what timeline I'm working in? i.e. (23.976 or 29.97?)

Also, what would be the best mehtod for creating clips that slow down and speed up (like a Twixtor effect) with Vegas?

Actually, you want to slow it down to 0.400. (TO 40%, not BY 40%.)

You should be working in a 24p timeline.

For the other question, use a Velocity Envelope.
