Questions about using Photoshop for Web Page Design

The canvas size for my original project was 1024x768. The standard viewing window in Internet Explorer is 1024x564, if you're using 1024x768 as your resolution.

How do I scale my project down to those dimensions or something close without cropping anything? Can image ready code this function in HTML?

Right now, using the _blank target, each subpage opens up in its own window. How do I change this?
 
you cant make your project nearly 200 pixels skinnier while keeping the same height unless you want to crop, or make it look rather squished. use image>size and play with that. the biggest "web design" default is 800x600 i believe. 1024 is rather large.
